Guangdong Provincial Committee of the Communist Party of China and Guangdong Provincial People’s Government recently issued the “Opinions on Building a Strong Province of High-quality Manufacturing” (hereinafter referred to as the “Opinions”).
According to the guideline, by 2027, the added value of manufacturing industry in Guangdong should account for more than 35% of the regional GDP, the added value of manufacturing and producer services should account for 65%, the added value of high-tech manufacturing industry should account for 33% of the added value of industries above designated size, and the total labor productivity of manufacturing enterprises above designated size should reach 370,000 yuan per person. Industrial investment increased by more than 100 billion yuan annually, more than 10 strategic industrial clusters with output value exceeding one trillion yuan have been formed, and more than 10 manufacturing enterprises have entered the World’s top 500 companies. The innovation capacity of the manufacturing industry has been significantly enhanced, and its scale and efficiency have both improved. The manufacturing quality competitiveness Index and the rate of qualified products have ranked among the top in China. A number of leading enterprises and industrial clusters with strong international competitiveness have taken shape, and their positions in the global industrial division of labor and value chain have significantly increased. By 2035, the share of added value of manufacturing and producer services in the region’s GDP should remain at around 70 percent, the industrial structure should be further improved, the quality and efficiency should be significantly improved, a modern industrial system should be basically established, certain sectors should take a leading position in the global division of labor and value chain, the overall strength of the manufacturing sector should reach an advanced level, and it should become the core and main base of the manufacturing industry. A province that is strong in manufacturing has been completed.
In order to achieve the above goals, Guangdong will implement the “five promotion actions” : the “Big industry” action, to build a modern industrial system with international competitiveness; The “Big Platform” will be upgraded and empowered to create a number of global leading industrial development platforms. “Big Project” expansion and incremental action to create the first choice to attract major national and global projects and investment; “Large enterprises” to improve performance and foster world-class enterprises; “Environment” ecological optimization action, to build a world-class manufacturing development environment highland.
In order to carry out the “big industry” action and build a modern industrial system with international competitiveness, the opinions pointed out that in optimizing and improving the in-depth and coordinated industrial development layout, the provincial planning mechanism should be perfected, and the industrial layout should be scientifically optimized. To strengthen synergy between the Pearl River Delta region and Hong Kong and Macao, between the eastern, western and northern Guangdong regions and the Greater Bay Area, and between the province and key domestic and international regions, and constantly expand the hinterland and strategic depth of industrial development. To plan high-end industrial development in the Pearl River Delta region, promote the deep integration of the high-end electronic information manufacturing industrial belt on the east bank of the Pearl River and the advanced equipment manufacturing industrial belt on the west bank of the Pearl River, and comprehensively strengthen the supporting and leading force and radiation belt of the core area. To support the east, West and North of Guangdong in strengthening industrial chain and supply chain collaboration with the Greater Bay Area in light of their resource endowment and functional positioning, form closely interconnected and mutually supportive industrial division of Labour, and accelerate the development of a coastal industrial development belt and a green and low-carbon development zone in the north. To establish and improve a mechanism for regular docking and cooperation in the industrial development of the Greater Bay Area, deepen innovation in modes of cooperation with Hong Kong and Macao in areas such as integrated circuits, artificial intelligence, high-end equipment manufacturing, industrial Internet and biomedicine.
