New infrastructure refers to the new generation of information infrastructure represented by 5G, artificial intelligence, industrial Internet, data centers, and the Internet of Things. Under the impact of the epidemic, new infrastructure is not only an effective means to expand domestic demand and increase supply, but also a key move to seek future international competitive advantage, which plays an important role in promoting the transformation and upgrading of the manufacturing industry, continuously expanding domestic demand, and activating new drivers of development. However, the problem of talent shortage in the core technology of new infrastructure is also beginning to emerge.
8440-1713D The talent gap is expected to reach 4.17 million by the end of the year
The construction of new infrastructure is essentially the construction of information digitization infrastructure. This year, for the first time, new infrastructure was written into the “Government Work Report”, which was included in the key support category of “promoting consumption to benefit people’s livelihood and adjusting structure to increase sustainability”. In this context, various places have increased the layout of new infrastructure.
This year, the Ministry of Human Resources and Social Security, the State Administration for Market Regulation and the National Bureau of Statistics jointly issued new occupations such as intelligent manufacturing engineers and technicians, industrial Internet engineers and technicians,8440-1713D virtual reality engineers and technicians, artificial intelligence trainers and all-media operators. These new jobs are more or less related to new infrastructure-related industries. Corresponding to the vigorous development of the industry, the shortage of talents faced by many emerging industries has become increasingly prominent. Zhaopin recently released the “2020 New infrastructure industry Talent Development Report” shows that China’s new infrastructure core technical talent gap has long existed, and will reach 4.17 million by the end of the year. The “Report on the Job Market prosperity of fresh graduates in the second quarter of 2020” released by the China Institute of Employment Research at Renmin University of China also shows that there is a large gap in new occupations and new infrastructure talents by industry and occupation.
Taking artificial intelligence engineering and technical personnel as an example, according to the relevant report released by the Ministry of Human Resources and Social Security, there is a large gap in artificial intelligence talents in China, and the domestic supply and demand ratio is 1:10, and the supply and demand ratio is seriously unbalanced. It is imperative to continuously strengthen personnel training and make up for the shortage of talents.
8440-1713D From the perspective of specific positions, in the first quarter of 2020, among the core technical positions in the information infrastructure industry, the positions with a large gap, that is, those with a high CIER index, are mainly software development. Including Java development engineers, software engineers, Android development engineers, senior software engineers, IOS development engineers, WEB front-end development, embedded software development, Internet software engineers, system architecture designers, etc., most of them are general technical talents in 5G, big data, artificial intelligence and other fields.
Wang Zhiliang, a professor at the University of Science and Technology Beijing, believes that people are no longer satisfied with the convenience of “anytime” and “anywhere”, but also want the freedom of “following things”. The vigorous development of the Internet of Things provides opportunities and 8440-1713D directions for talent employment and talent training. Therefore, we should pay attention to training senior technical personnel, formulate incentive measures, form a mechanism that mainly allocates talent resources by the market and promotes talent flow, create an environment for talents to stand out, and meet the needs of the continuous development of the industry.
According to the data compiled by CCID Consulting, in Guangdong’s key infrastructure project investment plan in 2020, the number of new infrastructure projects is 165, accounting for 34.1%, leading all provinces in the country. Jiangsu, Shanghai and other places have launched the policy opinions on accelerating the promotion of digital new infrastructure to expand information consumption and support the development of 5G networks, the Action Plan for Promoting New Infrastructure Construction in Shanghai (2020-2022), and actively layout new infrastructure, which is expected to further expand the size of the talent market in the information infrastructure industry in the future.
