This year’s “Government Work Report” also stressed that we should strengthen the dominant position of enterprises in innovation, continue to promote key core technology research, deepen the integration of production, university research and application, and promote the transfer and transformation of scientific and technological achievements.
At the beginning of the year, the Ministry of Science and TPMC815-11 Technology issued the “Notice on Creating a Better Environment to Support the Research and development of small and medium-sized Science and Technology Enterprises” (hereinafter referred to as the “Notice”), and vigorously create the atmosphere of the whole society to support the research and development of small and medium-sized enterprises.
On the one hand, the state continues to increase its support for enterprise investment in research, constantly exploring the development path from science and technology to economy, and exploring the transformation mode of scientific and technological achievements.
On the other hand, industry experts believe that enterprises invest in research and development in urgent need of targeted, “grounded gas” measures, and the transformation of results must still “make up for weaknesses.”
The “four disciplines” promote technological breakthroughs and transformation
The “Notice” issued by the Ministry of Science and Technology mentioned that by the end of the “14th Five-Year Plan”, the formation of a system to support the research and development of small and medium-sized enterprises in science and technology will create an environmental atmosphere for the whole society to support the research and development of small and medium-sized enterprises, and the number of small and medium-sized enterprises in science and technology will increase by 200,000.
We will enhance the research and development capabilities of small and medium-sized science and technology enterprises, and achieve an increase of 50,000 standard small and medium-sized science and technology enterprises in the “four disciplines”.
Among them, the “four disciplines” standard means that each science and technology enterprise should have scientific and technological products with key core technologies, scientific and technological personnel accounting for more than 60%, scientific and technological achievements represented by high-value intellectual property rights exceed 5, and R&D investment intensity is higher than 6%.
Industry insiders believe that the “Notice” forms institutional arrangements to support the research and development of small and medium-sized science and technology enterprises from the aspects of optimizing the funding model, improving policies and measures, gathering high-end talents, creating application scenarios, and consolidating the basic conditions for innovation and entrepreneurship.
At the same time, a certain TPMC815-11 budget is set aside to subsidize the research and development activities of scientific and technological smes, and accelerate the cultivation of a number of scientific and technological smes with obvious characteristics of “four disciplines”, which will “greatly enhance the research and development capabilities of smes”.
“The enterprises that can meet the ‘four subjects’ standard are basically small and medium-sized science and technology enterprises with strong innovation ability, high proportion of scientific and technological personnel and scientific and technological products in various industries, and have core technologies and strong competitiveness in the market.” Yan Changchun, director of the Scientific and Technological Achievements Evaluation Center of China Science and Technology Joint Creation (Beijing), said to the China Science Journal that the “Notice” proposes to add 50,000 “four disciplines” standard enterprises, which means that more than 250,000 scientific and technological achievements with high value intellectual property rights are added. This will play a significant role in promoting the transformation and upgrading of China’s industries, achieving self-reliance in science and technology, making breakthroughs in key core technologies, and transferring and transforming high-tech achievements.”
Yan Changchun believes that a series of policy benefits are very timely.
For example, the “Notice” has detailed plans to optimize the performance evaluation system of the national scientific and technological achievements transformation guidance fund, and will support science and technology smes to break through key core technologies as an important performance assessment indicator.
We will support national, local and industrial guidance funds for the transformation of scientific and technological achievements in setting up sub-funds for small and medium-sized scientific and technological enterprises.
In addition, we will further promote the simplification of the procedures for cashing in on inclusive preferential policies, and further implement additional deductions for R&D expenses and income tax deductions for small and medium-sized technology enterprises.
