Recently, seven departments including the Ministry of Industry and Information Technology jointly issued the “Guiding Opinions on Accelerating the green development of Manufacturing Industry”, which is the first guiding opinions on promoting the green development of manufacturing industry in China.
1SVR360563R1001 It is clear in the Guiding Opinions that we should take the goal of reaching the peak of carbon neutrality as the guide, transform and upgrade traditional industries, consolidate and enhance advantageous industries, accelerate the green development of emerging industries from a high starting point, forward-looking layout of future industries in the green and low-carbon field, and cultivate green, digital and service-oriented integrated development of new business forms. Establish and improve the technology, policies, standards, and benchmarking system to support the green development of the manufacturing industry, promote the high-end industrial structure, low-carbon energy consumption, recycling of resources, clean production processes, digital manufacturing processes, and green product supply all-round transformation, build a new engine of green growth, forge a new green competitive advantage, and polish the new ecological background of industrialization.
1SVR360563R1001 The “Guiding Opinions” proposed that by 2030, China’s manufacturing green low-carbon transformation has achieved remarkable results, the manufacturing green low-carbon transformation has achieved remarkable results, the traditional industry green development level has jumped, the industrial structure and layout have been significantly optimized, the proportion of green low-carbon energy utilization has significantly increased, the comprehensive utilization level of resources has steadily increased, and the intensity of pollutants and carbon emissions has significantly decreased. Total carbon emissions have peaked, emerging industries are playing a more prominent role as engines for green growth, their scale and quality have been further improved, the proportion of green and low-carbon industries has increased significantly, new forms of business with green integration have emerged, the basic capacity for green development has been greatly improved, and green and low-carbon competitiveness has been further enhanced. Green development has become a solid foundation for promoting new industrialization. By 2035, the internal driving force for the green development of the manufacturing industry will be significantly enhanced, carbon emissions will decline steadily after peaking, carbon neutrality will steadily improve, green and low-carbon competitiveness in the global industrial chain and supply chain will become prominent, and green development will become a common form of new industrialization.
In order to promote the green and low-carbon development of emerging industries with a high starting point, the Guiding Opinions make it clear that the green and low-carbon weaknesses of emerging industries should be accelerated. We will focus on the bottlenecks that restrict the green development of emerging industries, speed up efforts to make up for weaknesses, and strive to address concerns about the sustainable development of emerging industries. For example, in the field of new generation information technology, guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technical products, and explore the construction of market-oriented green and low-carbon computing power application system; In the field of new energy vehicles, improve the comprehensive utilization system of used power batteries, and promote standardized recycling and hierarchical resource utilization; In the field of high-end equipment, we will accelerate the innovation and industrial application of key remanufacturing technologies such as additive manufacturing, flexible molding, non-destructive testing and dismantling, and promote the remanufacturing of high-tech and high-value-added equipment.
1SVR360563R1001 Strive to forge green and low-carbon industrial longboard advantages. Based on the huge market space brought by the green and low-carbon transformation of the economy and society, vigorously develop green and low-carbon industries, and increase the proportion of green and low-carbon industries such as green environmental protection, new energy equipment, and new energy vehicles. Encourage areas with good industrial foundation and prominent agglomeration characteristics, optimize the industrial chain layout, gather various resource elements, improve cluster governance capabilities, promote industrial agglomeration development from cluster development to cluster development, and cultivate and form a number of internationally competitive advanced manufacturing clusters in the green and low-carbon field. Strengthen the division of labor and cooperation in the green and low-carbon industrial chain, support leading enterprises to strive for the manufacturing industry leader, accelerate the industrial chain extension and strong chain, create a number of single manufacturing champion enterprises in the key links of the industrial chain, cultivate a number of specialized and special new “little giant” enterprises, and strive to enhance the competitiveness of the whole industrial chain. We will promote the deep integration of emerging technologies such as the industrial Internet, big data, artificial intelligence, and 5G with green and low-carbon industries, explore the formation of technologically advanced and commercially viable application models, and form new driving forces for industrial growth.
