State funding needs to change
The wide variety of instruments and the rapid upgrading of instruments, resulting in the deployment of relevant national special projects is easy to fragment. On the other hand, the national economic value of instrumentation is generally reflected through the host equipment or system, compared with the host equipment served, the display degree of instrumentation is low, resulting in the layout of the instrumentation itself generally low funding, but in fact, the technical difficulty of instrumentation development is not necessarily lower than the host equipment, and sometimes even higher.
At present, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the National Natural Science Foundation and other departments have arranged special tasks for DYNAMIC BRAKING UNIT DBU-400 instrumentation. During the “13th Five-Year Plan” period, the key special project of the national key research and development Plan “Major Scientific instruments and equipment development” continued the previous foundation, and the development task of high-end general instruments, professional major instruments and related core components was systematically arranged, but there were also instrument development tasks in other special projects; In addition, core components such as sensors related to instrumentation are dispersed into multiple specialized deployments. The research and development of instruments in different special projects lacks collaborative layout and planning, and some important instrument projects are not continuously cultivated and are suspended.
In addition, the intensity of national special investment in instruments in China is low. According to statistics, China’s national scientific instrument project five years of science and technology investment less than a large foreign instrument company one year of science and technology investment, and foreign instruments government funding intensity is far greater than domestic, and more inclined to instrument production and application enterprises. The National Science Foundation (NSF) funded approximately $5.5 billion in instrumental basic research equipment and facilities from 2011 to 2018, and specialized instrument innovations are funded through the relevant federal agencies. The National Institutes of Health (NIH), the Department of Energy (DOE), and the Department of Defense (DOD) all have fixed scientific instruments and instrumentation support programs. In addition, the U.S. government’s funding for instrumentation is divided into three stages: innovative methods, system research and development and industrialization, and the latter two stages only fund enterprises, and the intensity of funding is more than 10 times that of innovative methods.
1.2 Industry Management
1.2.1 Management is not specific enough, and common technologies are weakened
The high-quality development of China’s supply side requires the instrument industry to have a relatively clear industry management department and high-level coordination mechanism. Different from aircraft, ships, DYNAMIC BRAKING UNIT DBU-400 automobiles and other equipment industries, instrumentation is the application basis of big data, artificial intelligence and the Internet of Things and other technologies, is an important support for the high-quality development of the seven directions of “new infrastructure”, and is a key technology for the manufacturing industry to “touch the whole body”. In the high-quality development of other industries such as the national economy and national security, instrumentation has played an important role in improving efficiency and reducing costs. It is in recognition of the extensive relevance of the instrumentation industry and other industries, the relevant government departments have given support to the development of the instrumentation industry, the main responsibilities include research and development policies and regulations, research and development investment, organization to formulate technical standards and metrological certification, industry management services. However, for the promotion of the innovation and development of the instrumentation industry, there is no clear management organization, so that the information and needs of the instrumentation industry are reflected to the government departments in a timely and accurate manner, the management service system is scattered, and the systematic and integrity of the industry technology development is difficult to guarantee.
In particular, the common key technologies required for instrumentation from prototype to product are not enough attention, and the common technical service ability of the entire industry level is seriously weakened. For example, the lack of reliability of domestic instruments and instruments, the lack of common process has become a recognized problem in the industry, but these common technologies involve product design, manufacturing and quality management and other aspects, small and medium-sized enterprises generally do not have sufficient technical and financial capacity to solve the above problems; On the other hand, it is difficult for professional reliability research institutions to obtain macro instrumentation enterprise management and product life cycle data, and the pertinence, credibility and practicability of relevant research are greatly reduced.
