The state has realized the limitations of learning from international advanced technologies by observing and observing from afar, so it has introduced some measures to introduce overseas talents in recent years, but some measures have brought political risks, which has caused more obstacles to international academic and scientific exchanges.

Instrumentation design method, material formulation, process flow and tooling, calibration technology, etc., are all the “know-how (know-how)” that affect the quality of the final product, and R & D institutions and manufacturing enterprises need to spend a lot of resources for technical research and practical testing, in order to gradually accumulate and master. These “technical know-how” is the core competence of CP451-50 instrumentation products, in addition to the information that can be specialized, often more proprietary technology, is strictly confidential internal information and information of enterprises, and even only through the guidance or teaching of individuals who have mastered technical know-how. Therefore, instrumentation high-tech enterprises are very concerned about the protection and management of non-patent intellectual property rights, macro technical standards should naturally be very careful to work, to be different from bulk electromechanical products.
Research and analysis of the current situation of domestic and foreign instrumentation standards shows that at the level of international standards, most of the instrumentation standards of the International Electrotechnical Commission (IEC) and the International Organization for Standardization (ISO) are method standards, and there are few standards for the performance of the instrument itself, such as the international standards of analytical instruments, only more than 20 items involve product performance; The national standards of the United States, European countries and Japan also adopt a large number of international method standards, and fewer local standards. The instrumentation industry mainly uses group standards and enterprise standards, such as the American Society for Testing Materials (ASTM), the American Institute of Electrical and Electronics Engineers (IEEE), the German Association of Mechanical Engineers (VDI) and other association/institute standards, as well as the enterprise standards of Agilent, Textu, Texas, Hash and other leading instrument companies. At present, most of the national standards related to instruments in China are general method standards, and different standards such as nuclear power instruments, educational instruments, and optoelectronics have put forward application technical specifications for instruments from the user’s point of view. Therefore, high-end instrumentation research and development, manufacturing, testing and other proprietary technology related to product performance is suitable for the development of industry, national and other macro standards, need to be carefully considered.
