At the same time, the agency should continue to strengthen the ability to provide common technical services for industry enterprises, especially small and medium-sized enterprises. Instrumentation enterprises are the technical input of the service platform, the principle and design of instrumentation belong to the “know-how” of the enterprise, but in terms of common technologies and platforms such as manufacturing, testing, standards and measurement, the institution should undertake construction or coordinate the development of industry resources, improve the efficiency of industry resource utilization, and continue to accumulate industry common technologies. Instrument users are the technical demand side of the service platform, the platform should have the ability to quantify the demand, explore the adoption of membership system and other measures to attract and retain instrument users. The platform shoulders both sides of supply and demand, and gradually forms a good development model of “user + common service platform + small and medium-sized enterprise group”, accelerates the advancement speed of instruments from technological innovation to productization, and solves the common problem that domestic instruments can be used but not used well.
2.2.2 Continue to cultivate leaders and develop specialized individual champions

Combined with statistical data, should focus on electronic measuring instruments, medical instruments, industrial automatic control systems and devices, laboratory analytical instruments, optical instruments and other instrument segments in the continuous cultivation of manufacturing leading enterprises.
In addition, more importantly, the instrumentation industry must vigorously develop individual champions. “Single champion” refers to an enterprise that is internationally leading in production technology or process in some specific product segments and has a global/national market share of a certain product. The instrument industry has the characteristics of multiple varieties, small batches, customization, high-tech, and high level, which is very in line with the concept of “single champion”. More than half of the instrument technology innovation in the United States is completed by small and medium-sized instrument enterprises, and Germany has a group of “specialized, refined and special” instrument enterprises for decades or even hundreds of years. We should give full play to the adsorption effect of leading enterprises, as well as the supporting role of common service platforms, and continue to cultivate a number of source components, detectors and sensors, analysis and separation control components and other instrument core components of a single champion enterprises, on the one hand to solve the problem of “hollowing out” of instruments in our country, on the other hand, and the leading enterprises in the manufacture of instrument and meters rely on each other. Form a pattern of industrial clusters with complementary advantages.
