1.3 Status quo of domestic PLC products
Domestic PLC manufacturers have more than 40, the main head enterprises including Xinjie, Huichuan, Hollysys, etc., after continuous efforts in recent years, domestic PLC in technology, products and market levels have achieved remarkable results. The PLC developed by XD includes XD/XC small PLC, XL thin card type PLC and other series, which are mainly used in small and medium-sized control scenarios in solar energy, tunnel engineering, textile machinery, power equipment, coal mine equipment, central air conditioning and other fields. Huichuan has developed a series of PLC products such as high-performance H3U, universal H2U-XP, and economical H1U-XP, and the supporting drive execution products are mainly used in elevator, air compressor, manipulator, 3C manufacturing and other fields. Hollysys has developed LE small PLC, LK HID2030 medium and large PLC products and LKS safety PLC products, which are mainly used in OEM equipment such as packaging machinery, machine tools and municipal, tunnel, rail transit and other project industries. In addition to the above enterprises, domestic enterprises have also developed and produced unique PLC products, such as Zhongcong Technology, Hexin, Yiwei and so on. However, most of the above enterprises develop PLC products based on imported hardware and software, and will face the problem of independent protection in special periods. In order to solve this problem, enterprises represented by Electronic Six Institute developed independent PLC products based on domestic hardware and software platforms. For example, Electronic Six Institute developed IL40, IM30 and IS20 series independent safety PLC products using Feiteng CPU processor. It has obtained batch applications in the fields of national defense and military industry as well as energy, municipal and other key infrastructure.
Although domestic PLC has made certain achievements, it generally presents a “small weak scattered” state. The market size of each manufacturer is small and the market share is low; Products are mainly small PLC, lack of complete product pedigree; Products developed based on imported hardware and software products or purchased foreign control software lack core technology and advanced control software; Industry-oriented overall solution capability is weak; The technology and market force of domestic PLC have not been formed, and the competitiveness of foreign PLC manufacturers is weak.
1.4 Domestic PLC related standards
The standardization of domestic PLC and systems and other professional fields is carried out by the Programmable Controller and System sub-technical Committee of the National Industrial Process Measurement Control and Automation Standardization Technical Committee (TC124/SC5), and the China Machinery Industry Federation provides business guidance.
The domestic PLC related standards are mainly GB/T15969 series standards, which are under the guidance of the Ministry of Machinery Industry of China, by TC124/SC5 centralized, equivalent to the international standard IEC61131, first released in 1995. As of 2022, the officially released GB/T15969 includes 9 parts. Part 1 is general information that defines the main functional characteristics of the PLC system. Part 2 is equipment requirements and tests, specifying PLC requirements and related tests. Part 3 is a programming language, which specifies the syntax and semantics of the PLC programming language. The fourth part is the user guide, which provides some basic normative rules for the information interaction between PLC users and PLC suppliers. Part 5 is communication, which defines communication between the PLC and other electronic systems. The sixth part is functional safety, including functional safety PLC safety life cycle management, functional safety requirements allocation and development planning. The seventh part is fuzzy control programming, which defines the programming language for fuzzy control. Part 8, for the application of programming languages, provides guidelines for the application and implementation of programming languages defined in Part 3. Part 9 specifies a single-point digital communication interface for small sensors and actuators. Part 10 is the PLC open XML exchange format, for GB/T15969.3 project export and import specifies an XML-based exchange format, the standard has been completed comments are under review process.
HID2030 In addition to the GB/T15969 series standards, relevant standards have also been formulated in the aspects of PLC function assessment, information security and engineering integration. GB/T36009 specifies the performance index, test and evaluation method of PLC, which provides a basis for the performance evaluation of PLC. GB/T36011 specifies the sampling inspection method for environmental adaptability related tests before the PLC leaves the factory and routine test methods such as appearance, IO function and communication. GB/T37391 specifies the use conditions, functional requirements and other related specifications of PLC complete sets of control equipment. In view of PLC’s information security protection capability, GB/T33008.1 and the “Information Security Technology Programmable Logic Controller (PLC) security technical requirements and test and evaluation methods” under approval stipulate PLC network security requirements and test methods. Among them, GB/T33008 and GB/T33009 and other standards together constitute a series of industrial automation and control system network security standards; GB/T41274 describes the goal of endogenous safety of PLC system and the related safety requirements of each unit module from the aspect of endogenous safety requirements.
In terms of the application of PLC in the industry, GB/T40329 specifies the syntax and semantics of the programming language dedicated module programming of PLC in industrial machinery, electrical equipment and CNC equipment in the system; GB/T37761 specifies the relevant requirements for the PLC control device of the power transformer cooling system. In terms of national military standards, the first PLC national military standard “General Specification for Military Programmable Control System” began to be prepared in 2020, and has now been completed and is in the approval stage.
1.5 Domestic PLC related policies
In recent years, with the gradual expansion of the entity list in Europe and the United States and the frequent occurrence of industrial safety incidents, the state attaches great importance to the information technology application and innovation industry in the field of industrial control, and has successively issued a series of support policies and planning projects to achieve the autonomy of key core technologies. The state is also extremely concerned about the safety and controllability of PLC, autonomy, network security and other “keywords”, the release of corresponding policies to promote the healthy and orderly development of domestic PLC industry, some policies are shown in Table 2.
